Wonder whether the factors like family size, average consumption, seasonal variation (need more in winters) were considered!!

Why only six and not more, May be one cylinder per month may be more convinient for people.

I wonder who will keep track of this limit of six cylinder.

Definitely a matter of concern and food for thought for the ordinary man.
